WHY ELM CONSULTANTS?

CONSULTING IS OUR business, Our Team, Our Resources, Our History

Effective environmental liability management and closure in today’s business and regulatory environment requires a multidisciplinary group of professionals to work in concert toward an end-point driven goal.    No longer can technical, financial and legal professionals work independently and hope to deliver a comprehensive environmental liability management solution.  Client demands and desires to resolve, mitigate or transfer environmental liabilities in a comprehensive and expeditious manner necessitate that technical, financial and legal professional’s collaborate more closely than ever before.  ELM recognized this need in 1997, and with its in-house multidisciplinary staff, has successfully implemented this approach for a multitude of clients.

The ELM team of consultants are driven by the desire to provide clients with the most creative and end-point driven, business risk solutions for managing environmental liabilities.

Case Study No. 8
MITCHELL FORMER MANUFACTURED GAS PLANT
(MITCHELL, SOUTH DAKOTA)

ELM applies a wide range of investigation tools and technologies to optimize the collection of site data with project budgets. A fuel fluorescence detector mounted on a cone penetrometer was determined to be a useful tool for quickly determining the presence of mobile free product without generating soil waste. This procedure provided guidance on where to focus the remainder of the investigation, leading to cost savings by avoiding over-characterization of clean areas.

Test pits are useful for quickly identifying the condition of potential source areas at a Site. Here, a test pit is performed at a former manufactured gas plant site.

ELM applies the use of “direct push” equipment during the site characterization phase. This technique provides for the rapid collection of site data while eliminating hazardous waste which must often be managed.

(ABERDEEN, SOUTH DAKOTA)

Geophysical methods are a non-intrusive means for acquiring two-dimensional images of the subsurface which indicate variances of anomalous subsurface conditions relative to background soil conditions. ELM applies this technique to guide and minimize intrusive activities during the initial investigation phase of a project.

ChevronTexaco/
Lawrenceville Project

ELM Consulting, L.L.C. (ELM) conducted a threatened and endangered species survey at the former Indian Refinery in Lawrenceville, Illinois as part of the Natural Resource Damage Assessment at the site. While conducting the survey, ELM documented the presence of the State-Endangered Eastern Ribbon Snake (Thamnophis sauritus) in the floodplain of the Embarras River south of the refinery.

Doe Run Project

ELM Consulting, L.L.C. conducted an ecological risk assessment (ERA) and a Natural Resource Damage Assessment (NRDA) at The Doe Run Company Lead Smelter in Herculaneum, Missouri. As part of the ERA and NRDA, the top 10 centimeters of sediment was collected from seeps and drainage pathways located adjacent to a large slag pile. This biological zone of the sediment layer was collected to determine the concentrations of inorganic constituents in the sediments. By using this coring technique, the sediment-surface water interface remains intact and decreases the likelihood of disturbing the sediments while sampling
